Does M365 Security Plus include Exchange Online backup?

Yes. M365 Security Plus includes an incremental Exchange Online backup feature that protects your organisation’s email data from accidental deletion, ransomware, and accidental user actions. You can restore entire Exchange Online environments or individual mailboxes to a specific point in time. This is a true backup not a litigation hold and eliminates the significant cost of Microsoft’s eDiscovery and litigation hold features for basic recovery scenarios.
